Registration for Optometrist
Mana-mana individu berusia 18 tahun dan ke atas serta memegang kelulusan dari institusi yang diiktiraf dari Jadual Kedua adalah layak dan boleh didaftarkan sebagai optometris berdaftar sebagaimana tertakluk di bawah seksyen 18 Akta Optik 1991.
Annual Practicing Certificate (APC)
An optometry practitioner registered with the MOC can submit his application for an annual practice certificate using Form 8 for the optician and form 9 for the optometrist set out in the Optics Regulations 1991, pay the required fees and MOC issue with the Annual Practicing Certificate (APC). Practitioners in the government sector are exempt from payment.
The APC needs to be renewed annually, and applications for the APC for the following year must pay to MOC before December 1 of the current year. The fee charged is RM 50.00. Late applications are subject to an additional fine of RM25.00 per application.
For manual payment:
Remittance, Postal Order or Bank Draft is made to the “Registrar of the Malaysian Optical Council”. All practitioners must make a fee to renew the APC individually / separately. Practitioners are not allowed to share Remittances / Postal Orders / Bank Drafts with other practitioners. Cash and personal checks are not accepted.

Optometry practitioners are required to have APCs at each practice premises and are required to exhibit APCs at each premises.
Code and Fee Rates for Malaysia Optical Council Professional Qualifying Assessment (PQA)
PQA (Professional Qualifying Assessment) has been introduced starting January 2018 by the Malaysian Optics Council. PQA aims to evaluate any registration application as an optometrist by requiring the applicant to conduct attachment clinical training at any educational institution, conducting an optometry program recognized by the MOC and subsequently occupying the PQA for the two groups of applicants below :-
Malaysian citizen who has a qualification in the field of optometry (minimum program 3 years) but the qualification is not listed in the Second Schedule of the Optics Act 1991 (List of registrar Qualification for Optometrists).
Malaysian citizen who has the qualifications listed in the Second Schedule of the Optics Act 1991 (List of Registrar Qualification for Optometrists) but the period of study of optometry practice only three (3) years.
Applicants who successfully complete the attached clinical training and pass the PQA will be registered under Section 19 (2) of the Optics Act 1991.

Bank Draft worths RM 100 in the name of the MALAYSIAN OPTICAL COUNCIL – please submit to Malaysian Optical Council after your application has been approved by MOC Evaluation Committee.
